French Saint-Gobain will forge an important production base of
industrial fabrics in Changzhou

Mr. Roberto Caliari, president of Saint-Gobain Vetrotex Int’l, representative of the French Saint-Gobain Group, one of the largest industrial groups in the world that ranks No. 133 among the World Top 500 in the year of 2002, declared in Shanghai that Saint-Gobain would establish a joint venture -Saint-Gobain Technical Fabrics Hongfa (Changzhou) Co., Ltd.- with a private company in Changzhou National Hi-tech District (CND).

With a total investment of 29.98 million US dollars and the registered capital of 16 million, among which 12.80 million are funded by the Saint-Gobain Group, accounting for 80% of the registered capital, the project is located in the Airport Industrial Park in CND. The JV will produce high-quality technical industrial fabrics with Germany-imported equipment and special know-how.

When asked the reasons to establish a JV with a private company in CND, Mr. Roberto said that Hongfa Company, their largest competitor of industrial fabrics in China, owns high-tech products and modern management and technology and has a profound understanding on the Chinese market. Relying on its worldwide sales network and strong ability of innovation, Saint-Gobain believes that the JV is expected to play a leading role in its relative field in China.

Another reason is related to the favorable investment environment of CND, the location of the JV. As one of the five specialized industrial parks in CND, the Airport Industrial Park covers an area of 8.6 square kilometers and is 1 kilometer to the civil airport and 1 kilometer to the Entrance-and-Exit of the Shanghai-Nanjing Expressway. Up till now, there have been over 50 companies settled in the Park with the total investment of 800 million RMB. The industries in the Park include new-type building materials and auto parts. Through further development of infrastructure and improvement of investment environment, the Park will become a hotspot for foreign investors who specialize in high-tech and pollution-free products and new-type building materials.

The 2nd-phase expansion project of the Ten-thousand-ton Bulk Dock of Changzhou Port in comprehensive construction

Source from the Commanding Committee of the 2nd phase Project of Changzhou Port shows that the 2nd-phase expansion project of the ten-thousand-ton bulk dock of Changzhou Port has entered into the period of comprehensive construction.
According to the introduction by the Commanding Committee, the expansion will build a dock with 182 meters in length and 35 meters in width. With a planned investment of 53.50 million RMB, the expansion is scheduled to finish by July 15 of this year.

Changzhou Petrochemical Dock Was Purchased by a Hongkong Company

Recently, Hongkong Jiantao Chemical Group signed an agreement to invest RMB76 million in purchasing the total share of Changzhou Petrochemical Dock with Changzhou Port Development Co., Ltd. This acquisition becomes anther symbol of infrastructure of market and international oriented in Changzhou. Before that, the Dock was certified as a good quality project by the Departments of Construction, Public Security, Commodity Inspection, etc. of Jiangsu Province,

A promotion seminar on Changzhou HYUNDAI Industrial Park was held in ULSAN, Korea
On June 2, 2003, the delegation of Changzhou National Hi-tech District (CND) headed by Mr. Gu Heilang, director of CND Administrative Committee, and Mr. Liu Yuanjin, vice director and the Construction Equipment Division of HYUNDAI Heavy Industries Co., Ltd. jointly held a promotion seminar on Changzhou HYUNDAI Industrial Park in Ulsan, Korea. A total number of 140 representatives from nearly 80 supporting enterprises of the HYUNDAI Company and other companies who have interest to invest in CND attended the seminar.

At the seminar, Director Gu Heilang and Vice Director Liu Yuanjin briefed the guests on CND and relative preferential policies, and expressed CND's support and concern to the development of the Park. At the same time, Mr. Kang Young Sik, managing director of Changzhou HYUNDAI Construction Machinery Co., Ltd. introduced the development and the business plan of HYUNDAI Heavy Industries in Changzhou.

A number of Korean companies presented the seminar showed their great interest in investing in CND and appointed to visit CND recently.

A 3- member-group from KEIJI SUZUKI made an investigation to CND on Aug 20. They evaluated the investment environment of CND in all respects and expressed their will to establish a cooperative relationship with CND in the future.

SME Commodities fair set for Changzhou
The seventh China International Small and Medium-sized Commodities Fair will be held in Changzhou in East China's Jiangsu Province from September 20 to 24.
It aims to further strengthen co-operation and exchanges between Chinese and overseas small- and medium-sized enterprises (SMEs)
Activities such as a commodity exhibition, technology transfer and business talks will take place during the five-day fair.
Electro-machinery, building materials, motor vehicles, light industrial products and various large types of equipment will be displayed.
Delegations from most provinces and autonomous regions, and from the Hong Kong Special Administrative Region, as well as about 30 multinational companies from the United States, Japan, Germany and Italy, will participate.
At the same time, the World Convention of SMEs 2002 will be held in the city from September 19-21. It is the second World Convention on SMEs to be held in China, following the success of the first convention in Beijing in 1993.
At the convention, business sessions will be held on various topics, such as the role of government, UN agencies, SME associations and other intermediaries in promoting and supporting SMEs.
Seminars will also look at the function of e-business in fuelling SME efficiency in the new decade, innovations by such firms, and utilization of intellectual property rights by enterprises.
Present at the convention will be UN officials, foreign embassy and consulate officials and entrepreneurs from a number of countries.

On August 15, 2002, Dempa Shimbun Daily, a well-known specialized electronics newspaper in Japan, paid a visit to Changzhou Electronics Technology Industrial Park and interviewed a number of electronics enterprises in Changzhou National Hi-tech District(CND). Dempa Shimbun Daily showed great interest in the development of electronics in CND. The newspaper has carried a few articles about CND.

The signing ceremony of the land-use-right transfer by the phase II project of Changzhou Top Software Park was held in Changzhou National Hi-tech District (CND) administrative committee on August 13, 2002. Professor Song Ruhua, the chairman of broad of directors from Top Group, Mr. Wu Tieyue, the director of Changzhou Municipal Science and Technology Bureau, Mr. Gu Heilang, Mr. Zhu Jianwei and Mr. Dai Xiaowen, leaders from CND attended the ceremony. CND Administrative Committee transferred the use right of 21-hecter land to Top Group. This land will be used to build a district for developing software products with independent intellectual property rights, a district for the export base of its software and a logistics center. The second-phase project will give a full development to the software industry and IT logistics.

To better guarantee the benefits and interests of investors from Netherlands, Netherlands Business Support Office-Nanjing selected several developmental zones of Jiangsu Province after rounds of investigation. These zones will be specially recommended to the companies in Netherlands as the "Top Investment Destinations in Jiangsu Province" and Changzhou National Hi-Tech District is one of them. For complete and in-depth information of the recommended developmental zones, Netherlands Business Support Office-Nanjing paid a site visit to CND on Aug 12. They had a pleasant talk with the officials of CND and interviewed two resident companies from Europe and USA in CND alone without the presence of CND staff. CND impressed the visiting representatives of Netherlands Nanjing Office deeply.

After having investigated many development zones in Jiangsu Province from June to Junly in2002, IAQ Technology Co., LTD. From Malaysia was much impressed by ithe investment environment of Changzhou National Hi-tech District(CND) and decided to invest in CND to produce uni-system and multi-system controllers for business air-conditioner and develop relevant software.
Up to now, the wholly foreign-owned company SATURN(Changzhou) Electronic Technology Co., LTD. Has been under construction.

Changzhou Pinheng Vehicle Electrical Appliance Co. Ltd., a Sino-Korean JV, has set up in CND recently. The company will manufacture high-strength fasteners and fittings for motor vehicles by adopting a world advanced auto-manipulator assembly line. These years, a production base of components & fittings of automobiles and motor cycles has gradually formed in CND.

A 15-member delegation of Korean Industry and Commerce made an investigation tour to CND. During their stay in CND, the delegation signed an agreement with CND on jointly setting up a Korean Industrial Park in CND, which has broken the ground.

Changmao Bio-engineering Holding, settled down in Changzhou Riverside Chemical Park in 2000, has been listed in Hong Kong as a hi-tech enterprise approved by China Securities Regulatory Commission after years of operation. It is the first overseas listing enterprise in CND. So far, the company has raised HK$ 120 million of fund, which will be utilized in developing the bio-engineering production base in Changzhou Riverside Chemical Park.

Recently, China Prosper Investment Guarantee (Jiangsu) Co., Ltd., the first foreign-funded investment guarantee company in Jiangsu, was established in CND. With a registered capital of USD 10 million and total investment of USD 25 million, the company is specially in providing enterprises with guarantee in financing, project, commercial contract, and consulting services in management and financial planning. The company will bridge the credit gap between the domestic banks and foreign-funded enterprise. On the one hand, the company will act as the consultant and intermediator between the enterprise and banks to create mutual interests by fully making use of the bank capital. On the other hand, the company's rich experiences and well operated management system in guarantee business will greatly upgrade the financial service provided to the enterprises through the cooperation with the banks of mainland China.

After the successful investment of Mettler-Toledo (Changzhou) Scale & System Ltd., Mettler-Toledo Holding Langacher from Switzerland has set up another wholly owned enterprise in CND recently. Mettler-Toledo (Changzhou) Precision Instruments, the new enterprise involving a total investment of USD 15 million, is to design, manufacture and sell high precision weighing load cells and spare parts, precision postal and mail weighing systems, precision light capacity weighing instruments, precision explosion-proof weighing instruments and spare parts and provide installation & testing, after sales service for the products.

CND National Environment Protection Industry Park hosted a conference themed of Environment Protection Industry in Tokyo, Japan last week. Nearly twenty specialists from 10 famous Japanese enterprises in environment protection debriefed the investment environment of CND National Environment Protection Industry Park and the trend of China's environment industry during the 3-hour-long session. After the conference several Japanese companies has decided to go to CND National Environment Protection Industry Park for site visits to get more first-hand information.

Recently, Construction Bureau of CND organized a technology appraisal on the expansion project of Riverside Wastewater Treatment Plant. Specialists in urban planning from Shanghai and Nanjing and experts from the government institutions concerned went through the project proposal after conducting a close appraisal and also put forward many conductive comments on the technologies, environment influence, project cost control, long-term planning and design, etc.

Accompanied by the Director of Changzhou Foreign Affairs Office, the twelve-member friendly delegation from Tokorozawa of Japan headed by Mr. Mayer visited CND on July 2,2002. Mr. Zhang Lihang, Vice Mayer of Changzhou and directors of CND welcomed the distinguished guests.

Mr. Kozo Okumura, President of Dainippon Ink. & Chemical, Incorporated, leading a five-member investigation group visited CND last week.

Hertford College, Oxford University, gave a lecture themed on "How to Invite the Foreign investment to China" to the officials and personnel concerned in CND. As an authority on China's current economy and future development and with a profound and amicable sentiment to China, Professor ISEUX was invited as the senior economic advisor by CND on early 2002.

Three officials from Bridgestone Corporation including one standing executive director paid a visit to CND on June 21, 2002. So far Bridgestone Corporation has set up two subsidiaries in CND.

Favoring the investment environment of CND and complete local outsourcing network of Changzhou, Precise Motor Technology Corp., a leading electronics supplier from Taiwan, set up a new enterprise--- Precise Motor (Changzhou) Electronics Corp.. in CND recently. Mainly producing micro motors and parts related, which are widely applied in disc drives, digital cameras, scanners and printers, etc., this company will hopefully be a new star in the electronics industry of CND.

CND hosted a grand Investment Promotion Reception in Tokyo, Japan on June 11, 2002. During the 3-hour-long hot reception, more than 60 Japanese enterprises and 20 media services were present. Several enterprises made the decision to CND for site visits on the spot.

Changzhou Weiduo Hardware Co., Ltd., the first Turkish Company, has registered in Changzhou New District recently. The new company is export-oriented and will mainly produce copper & steel cast components.

STAFSJO, a sister company of Habia Cable, has decided to invest in CND after site investigations. The new company is the third Swedish company in CND, and will specialize in producing industrial valves in various specifications.

Taiwan International Securities (B.V.I.) Corporation signed a cooperative agreement with Changzhou New District Administrative Committee on June 6, 2002. Taiwan International Securities (B.V. I.) Corporation, a professional company in plotting publicizing, investing and listing activities for the enterprises, is reputable among pretty number of customers.

Fuji (Changzhou) Garment Co., Ltd., the first production facility of Fuji Spinning Co., Ltd. from Japan in China and specializing in producing underwear, was put into operation in Changzhou New District (CND) on May 27, 2002.

On May 17, 2002, Hikari Glass Co., Ltd., a Japanese company and Chengdu Bright Optoelectronic Information Material Co., Ltd. signed an agreement on co-establishing a joint venture of Hikari (Changzhou) Glass Co., Ltd. in CND, which will mainly produce the optoelectronic instruments for digital cameras, digital videos, liquid crystal projectors and key components of digital cameras.

Changzhou Damao Precision Mould Co., Ltd. broke ground to start the factory construction in Hehai Industrial Park in the morning of Nov.13, 2001. This project is wholly invested by TYC Group from Taiwan. It is estimated that the annually produced precision mould can reach 80 sets and its annual sales volume can amount to RMB 100 million after the company put on production in June, 2002.

The first United Labor Union of Hi-tech Enterprises has been officially established in the Incubation Center of CND on Nov.8, 2001. Nearly 100 enterprises in the Center become its members. This United Labor Union is a try of setting up a Labor Union based on the enterprises within a building, which has substantially speed up the development of labor union.

Recently, 12 enterprises including Jiangsu Tongda Aerosol Co., Ltd. has been certified as provincial-level new & hi-tech enterprises by Science & Technology Department of Jiangsu Province.

Mr. Zhang Lihang, the Deputy Mayor of Changzhou City and Mr. Cao Jianxin, the Deputy Director of CND Administrative Committee jointly received the representative of Brandenburg State Economic Development Bureau, Germany in CND in the morning of Oct. 25, 2001. This is a pre-meeting for an official visit head by the Brandenburg State Governor in the coming Nov.25. Two parties will discuss corporation during the visit.
